Dan Williams is promoted to Executive Vice President, Building Services, with immediate effect, reporting to President & CEO Katy Dowding.
In this role Dan will have full responsibility for Skanska’s Building Services operating unit which includes the Skanska Rashleigh Weatherfoil (SRW) mechanical and electrical engineering (MEP) business and the company’s facilities management operation. A third of our UK employees work in this area of the business which operates across a broad range of sectors including defence, healthcare, education, commercial, local authority, residential and leisure.
Dan has steadily risen through the ranks since joining Skanska from college as a student engineer. Throughout his 24-year career he has developed significant operational and commercial experience, becoming Managing Director in 2023.

This executive level appointment will support Skanska’s commitment and ambition for growth in both the mechanical and electrical engineering and facilities management markets.
In addition to her role as UK CFO, Meliha Duymaz will now hold the executive responsibility for Skanska’s work for HS2 Ltd, our biggest-ever UK project.
For an interim period, Executive Vice President & Chief Commercial Officer (CCO) Adam McDonald will hold executive leadership of our infrastructure operations addition to his existing CCO responsibilities and executive oversight of Cementation Skanska, which is led by Managing Director Andy Entwistle.
In the longer term, Executive Vice President Terry Muckian will lead the infrastructure operations and hold executive responsibility for Cementation Skanska on a permanent basis. Today Terry leads the Building operating unit and therefore this phased approach is planned to minimise disruption for both our customers and employees while a successor is recruited.
Executive Vice President Andrew English is leaving the business to pursue another opportunity. Katy Dowding added: “I wish Andrew the best for the future and thank him for his contribution leading the infrastructure and HS2 operations.”
All changes take place with immediate effect. There are no changes to responsibilities for Executive Vice Presidents Adam Crossley and Jo Mortensen.

- Dan Williams started his career with Skanska in 2001 through the student engineer programme and has worked on high-profile projects including Merton Fire Control Centre, Belmarsh West Prison and Battersea Power Station Phase 1. He has since progressed through senior roles, becoming Managing Director of Skanska’s Building Services operation in 2023, and Executive Vice President in 2025. Dan manages Skanska’s mechanical and electrical engineering and facilities management business which has over 1,200 employees and operates in a broad range of sectors including defence, healthcare, education, commercial, local authority, residential and leisure.
- Meliha (Meli) Duymaz is a seasoned operational and finance leader who joined Skanska in 2022. Previously she was Finance Director for Network Rail’s largest regional business, the eastern region which runs from London to Scotland and employs 10,000 people. In this role she managed large parts of its multi‑billion‑pound investment programme. Prior to this Meli was Managing Director for the Anglia Route, leading multifunctional teams responsible for infrastructure management and service delivery for some of the most intensely operated rail routes into London.
- Terry Muckian brings over a decade of senior leadership experience at Skanska, since joining in 2011, and is currently serving as Executive Vice President for the Building operation after successful roles leading Utilities and Cementation Skanska. Under his leadership, Cementation Skanska secured its biggest ever contract to deliver piling works for HS2. His broad commercial and contract management experience was instrumental in these achievements.
