Local authorities enjoy benefits of Skanska’s CLASP framework

Skanska’s completion of an office block for Derbyshire Police Authority in Ripley has made it ten out of ten projects delivered on or before time and within budget under its framework with CLASP, signed 22 months ago.

Skanska has breathed new life into the CLASP system as its first framework contractor, delivering what its local authority members require most from their capital building projects – certainty on cost and programme.

Most of the projects have been in the education sector, involving new schools and extensions to existing ones. Skanska’s CLASP project director Ken Parkin said, “A key factor behind our consistent performance is the use of a core team and supply chain that know the CLASP system well and use their experience from one project to the next to constantly improve delivery.”

CLASP - Consortium of Local Authorities Special Programme – is a leading provider of rapid-build structural systems for the public sector, with 46 members, including local authorities and Universities.

Mark Basset, capital development manager at Northamptonshire County Council who worked with Skanska on a new primary school in Kettering, said, “I was impressed with how quickly we developed a trusting relationship with the Skanska team, a credit to their open nature and drive to meet our needs. The workmanship was excellent and the end result is a quality new school to serve the community.”

CLASP manager David Mackness praised the framework performance, saying,“ Skanska really understands our members requirements and is constantly looking for ways to improve under the CLASP system.”

Along with the supply chain, other factors behind Skanska’s effectiveness under the framework has been its one-stop-shop approach, which removes the customer’s need to liaise with several different parties, and open book approach.

Mr Parkin said, “These factors have enabled us to pass on lower costs and quicker timescales to our customers.”

David Mackness said, “Skanska and its supply team has gone through the learning curve, which means that our members do not have to re-invent the wheel when they use Skanska and CLASP for their local project needs.”
