Skanska and Innisfree - preferred bidder for Derby PFI hospital

A consortium comprising Skanska and Innisfree has been appointed preferred bidder on a 30 year PFI scheme to design, build, fund and operate a major hospital development in Derby.

The project involves the remodelling and redevelopment of the existing City Hospital site in Derby for the Southern Derbyshire Acute Hospitals NHS Trust. The new acute hospital and specialist care diagnostics centre will combine units from both the existing City Hospital and the Derbyshire Royal Infirmary. The new scheme will provide a modern energy efficient environment with state-of-the-art IT systems to support patient care and entertainment. Parking for approximately 1,300 cars will be provided on the site accessible from a “ring” road within the hospital grounds. In addition there will be adjacent staff parking for 1500 vehicles plus a park and ride facility.

Skanska Construction and Skanska Rashleigh Weatherfoil will be responsible for the new hospital’s design and construction, worth in the region of £250 million, including all building services and the IT infrastructure. This will be followed by a 30-year hard FM contract for Skanska Facilities Services, providing a long-term revenue stream, with Medirest responsible for soft FM services during the concession period. Capita is the architect.

Innisfree and Skanska BOT will provide investment capital and the project will be managed by Health Care Projects.

Gerry Green of Health Care Projects, the consortium project director, said: “Our consortium brings together a very high level of expertise and experience in this sector of PFI. Innisfree and Skanska have worked together on a number of hospital schemes including the design and build of the Queen Elizabeth Hospital in Greenwich which opened in 2001 and at the end of last year we were named as preferred bidder for the new Coventry Hospital. We are delighted that our consortium has been chosen as preferred bidder and look forward to working with the Trust to provide excellent clinical and general facilities for patients and staff alike.

In announcing the preferred bidder Brian Ibell, project director and the Trust’s assistant chief executive, said: “This is an extremely exciting project for Derby and we look forward to working with Skanska Innisfree.”

Financial close is expected in spring 2003 when work on site will begin with completion scheduled for the end of 2008.
